Professor Emil Chan is a prominent figure in the field of fintech. With vast experience in cross-border financial system design and operations, he possesses knowledge in both traditional banking and emerging Web3 and DeFi business strategies. Additionally, Professor Chan has extensive familiarity with Hong Kong’s regulatory systems.
Over the past decade, Professor Chan was a director training expert and startup advisor for multiple listed companies. He has actively participated in the development of compliant technology projects in various financial regulatory bodies, including the Monetary Authority, the China Securities Regulatory Commission, and the China Banking and Insurance Regulatory Commission.
As a fintech visionary and digital transformation consultant, Professor Chan has provided targeted digital reform advice and market planning guidance to globally renowned companies undergoing Web3 transformations. He remains at the forefront of the Web3 era, adapting to rapidly evolving digital economic evolution and leveraging enterprises’ strengths to enter the international market of Web3.
Professor Chan is deeply committed to nurturing the next generation of internationally-oriented digital creative entrepreneurs. As an entrepreneurial mentor and advisory committee member of the Hong Kong Cyberport, he has dedicated himself to guiding and fostering young talent. Over the course of a decade, he has shared his unique insights and professional knowledge in finance, regulatory environments, and digital transformation as an adjunct professor, lecturer, and keynote speaker at prestigious institutions such as the University of Hong Kong, the Hong Kong Polytechnic University, and the Hong Kong University of Science and Technology, among others.
With over ten years of experience as the First General Manager of Bavarian State Bank, Professor Chan played a pivotal role in the bank’s branch license applications in Hong Kong, Singapore, and Shanghai. He actively participated in the formulation of Hong Kong’s regulatory system and was instrumental in implementing various critical financial and credit licensing frameworks. This facilitated deep communication channels with regulatory authorities’ leadership.
Drawing from his 25 years of experience in banking information systems and backend operations, Professor Chan has guided enterprises in navigating Hong Kong’s complex regulatory environment. He has been involved in formulating multiple key regulatory frameworks and has extensive connections with regulatory agencies.
Moreover, Professor Chan actively contributes to the construction and improvement of Hong Kong and the Greater Bay Area’s digital ecosystems. He holds multiple positions, including Founding Chairman of the Cloud and Mobile Computing Professionals Association, Co-Chairman of the Hong Kong Digital Finance Association, Chairman of the Financial Technology Committee of the Smart City Consortium, Honorary Secretary of Invotech, and Vice Chairman of the Hong Kong Emerging Technology Education Association.
With his exceptional expertise and strategic planning, Professor Chan has played a vital role in shaping the future of finance and technology in Hong Kong and the Greater Bay Area. He is devoted to establishing a robust and dynamic ecosystem for the next generation of innovators and entrepreneurs, garnering widespread respect and recognition in the industry.
In 2020, IOST forged a strategic partnership with the University of Zurich. The co-founder of IOST and the University of Zurich signed a memorandum of understanding for industry-academia collaboration in the blockchain field. The co-founder of IOST officially assumed the role of a guest lecturer at the University of Zurich, delivering blockchain courses to students.

In 2021, IOST sponsored the Zurich International Summer School program, “In-Depth Understanding of Blockchain,” organized by the University of Zurich’s Blockchain Center. The program spanned three weeks, offering students worldwide the opportunity to participate in lectures, group activities, and academic discussions with renowned blockchain industry experts and university professors. Its objective was to explore the technological, economic, and legal aspects of blockchain from an academic perspective, as well as its potential applications in society.
IOST Drives Blockchain Education in Switzerland’s University of Zurich
In 2018, the IOST Foundation launched the “Blockchain Free Education Program” in Japan. To date, the program has educated thousands of students from nine Japanese universities and educational institutions on the fundamentals of blockchain technology and smart contracts, providing digital education in the Web3 domain. IOST has also organized a series of hackathon events.
In 2020, IOST initiated a collaboration with Kindai University in Japan, jointly hosting the HIVEHack hackathon. The HIVEHack event took place from February 20th to 21st, 2020, at Kindai University in Japan. Co-organized by IOST and Kindai University, with support from EverSystem, ZeLo Law Firm, Hachidori, and PHI, the event was sponsored by Xtheta, a Japanese company.

These joint education activities align with the original objective of cultivating blockchain professionals efficiently. With the strong support of the Japan Blockchain Association, these initiatives represent an upgrade of the blockchain talent education model, fostering comprehensive and multidimensional innovation in blockchain education.
IOST has conducted nearly 30 educational lectures on Web3, metaverse, and blockchain at prestigious universities worldwide, including the University of Zurich, Kindai University, and Yamaguchi University. In collaboration with these institutions, IOST has implemented a blockchain talent “3+1” teaching and training program, offering high-quality internship opportunities to university students globally.
Since its establishment in 2017, IOST has been deeply immersed in blockchain, utilizing the V8 JavaScript engine, identical to Google Chrome, as the core for executing smart contracts. Building upon this foundation, IOST has made significant blockchain-specific enhancements, ensuring performance, correctness, and security within the mainnet. Following the mainnet upgrade in 2023, IOST 2.0 will feature higher throughput and usability, becoming a truly Web3.0 blockchain operating system.
Currently, the IOST ecosystem has over 500 partner nodes and numerous top-tier partners from nearly 30 countries worldwide.
