Regulation Crypto Vote: How Bitcoin, Ethereum, and XRP May Move Next

Regulation Crypto heads to a vote as the market waits
The SEC meets this Friday, August 14, to vote on Regulation Crypto. It is the agency's first big rulemaking under Chair Paul Atkins.
The vote covers a tailored offering rule for crypto investment contracts. It is not a final rule yet.
This matters for traders. Bitcoin, Ethereum, and XRP have all been stuck in tight ranges. A regulatory headline, even a small one, can move price fast.
Below is a technical and news-based look at where each coin stands going into Friday.
What is Regulation Crypto and why does it matter now
Regulation Crypto is a proposed rule from the SEC's Division of Corporation Finance. It would give crypto projects a defined path to raise money without triggering full securities registration.
The three-member commission, all Republicans, is expected to approve moving the proposal forward. That opens a public comment period, likely two to three months long.
This is not final law. A final rule realistically lands sometime in 2027.
The bigger story is timing. The CLARITY Act, the broader market structure bill, slipped to a September 15 Senate vote. Its odds of passing in 2026 have dropped, with Galaxy Research cutting its estimate from 50% to 30%.
So the SEC is not waiting on Congress. It is writing its own rules using existing authority. Commissioner Hester Peirce, who built much of the safe harbor framework, also leaves the SEC in November, adding urgency to get this proposal published now.
For markets, the signal is what counts this week, not the fine print.
How could this affect crypto prices this week?
Rule proposals rarely move price on their own. What tends to move price is tone.
A smooth, unanimous vote on Friday would likely read as mildly bullish. It tells the market that U.S. regulators are building permanent rules instead of leaving crypto in legal limbo.
A messy or delayed vote, or commentary suggesting stricter terms than expected, could add short-term pressure to prices that are already fragile.
Either way, this is a sentiment event, not a fundamental one. The real effects on token supply and fundraising rules will not show up until after the comment period ends.
Bitcoin price outlook: what traders are watching next
Bitcoin is trading close to $63,400 as of Wednesday's close, holding inside a range between roughly $62,000 and $66,000.
Momentum has cooled. The 20-day moving average is sloping down, and whale wallets have been net sellers in recent weeks. Spot volume has also thinned out.
Level | Price | Signal |
Resistance 2 | $68,700 | Break above flips short-term trend bullish |
Resistance 1 | $64,567–$66,000 | Needs to reclaim to open upside |
Current | ~$63,400 | Range-bound, low volume |
Support 1 | $61,400 | First line of defense |
Support 2 | $60,500–$61,000 | Loss here signals deeper pullback |
Support 3 | $58,500 | Worst-case downside target |
A drop toward $60,500 to $61,000 is possible if support gives way. In a rougher scenario, $58,500 comes into view.
On the flip side, a clean break above $68,700 would flip the short-term picture. That could reopen the door to new local highs.
For now, Bitcoin looks like it is holding its breath ahead of Friday.
Is Ethereum heading toward $3,000
Ethereum hovered near $1,880 at the time of writing, holding above key support even as the broader market cooled.
Chart watchers are focused on $1,580 as a level that has acted as a launchpad more than once before. Some analysts are now floating $3,000 as the next real target if momentum builds.
Past rallies from similar launchpad setups have ranged from around 35% to more than 200% off the lows, though every setup is different.
On-chain data adds some weight to the bullish case. Ethereum turned more constructive after clearing its MVRV 0.8 Pricing Band near $1,800. That band has marked meaningful momentum shifts in the past.
When ETH clears this zone, it has tended to push toward its Realized Price, which currently sits close to $2,300.
Ethereum has also formed what analysts call an MVRV Momentum golden cross. Past golden cross signals were followed by rallies of 50%, 166%, 74%, and 113% in earlier cycles. Past performance is not a guarantee of what happens next.
Immediate support sits at $1,807, then $1,717 if selling picks up. A break below both could expose ETH to the wider demand zone near $1,500.
Why $3,000 is not a simple target
More than 10 million ETH previously changed hands around the $3,000 level. That makes it a heavy resistance zone.
A lot of holders bought near that price and may look to sell once ETH gets close again. That kind of overhead supply can slow a rally down fast.
Breaking through will likely need sustained buying, not just a short burst of good news from Friday's SEC vote.
XRP price prediction: what could happen next
XRP was trading near $1.00 to $1.02 this week, right at a level traders are watching closely.
On the daily chart, XRP is forming a descending triangle. Lower highs are pressing down against support near $1.00. The RSI sits around 37 to 41, which shows weak momentum but not yet deeply oversold conditions.
Scenario | Trigger | Target |
Bearish break | Lose $1.00 on volume | $0.90–$0.92 |
Bullish hold | Hold $1.00, reclaim trendline | $1.10–$1.15 |
Extended bullish | Sustained buying | $1.20–$1.25 |
If the $1.00 level breaks on strong volume, the pattern points toward a possible move down to $0.90 to $0.92.
If XRP holds $1.00 and reclaims the descending trendline, the first upside targets sit around $1.10 to $1.15, with $1.20 to $1.25 as a further stretch target.
This is a technical read of the chart, not a guaranteed outcome. Institutional buying or fresh regulatory headlines from Friday's meeting could shift sentiment quickly, in either direction.
For now, XRP sits at a level many traders are watching closely, with quiet accumulation and real uncertainty both visible in the data.
The bottom line heading into Friday
Regulation Crypto is a proposal vote, not a finished rule. Nothing changes overnight for token issuance or compliance.
But markets often trade the headline before they trade the details. Bitcoin, Ethereum, and XRP are all sitting at technically important levels right now, which means Friday's outcome could act as a tiebreaker in either direction.
Traders should watch the vote result, the commissioners' tone, and any early comment-period reaction rather than expecting an instant fundamental shift.
