Flowra and Honeypot Collaborate to Expand Compliance Infrastructure for Institutional Validators on Solana

Flowra, the open order flow auction and validator infrastructure platform for Solana, today announced a collaboration with compliance infrastructure provider Honeypot to introduce configurable sanctions and risk screening directly into Solana's block-building process, giving institutional validators additional tools to define compliance policies before transactions are finalized on-chain.

The collaboration integrates Honeypot's compliance intelligence with Flowra's Programmable Block Policy (PBP), enabling validators to establish customizable rules governing which transactions and bundles can be included during block construction. Rather than enforcing a single compliance framework across the network, the architecture allows each validator to independently determine how those policies are implemented according to its own operational and regulatory requirements.

The initial implementation supports screening against sanctions-related criteria, including wallet addresses associated with sanctioned entities, together with network-level indicators such as VPNs, proxy services and Tor exit nodes. Flowra said the framework has been designed to support additional enterprise compliance providers over time, giving validators the flexibility to integrate different compliance solutions as institutional adoption continues to expand.

As blockchain infrastructure matures, regulated financial institutions are becoming increasingly involved not only as users of blockchain networks but also as operators of validators, staking infrastructure and other critical services. While compliance tools have become commonplace for exchanges, custodians and wallet providers, validator infrastructure has generally offered fewer configurable options for operators seeking to implement institution-specific compliance policies during block construction.

Flowra's Programmable Block Policy extends those capabilities into the validator workflow itself. Participating validators can define policies governing transaction inclusion before blocks are finalized, allowing compliance decisions to become part of the block-building process rather than relying exclusively on controls applied before transactions reach the network.

A central design principle of the collaboration is validator choice. Rather than introducing mandatory network-wide enforcement, each validator retains authority over whether compliance policies are implemented, which providers are integrated and how those policies are configured. This approach allows infrastructure operators to tailor their environments without changing how other validators participate in the network.

Flowra believes this model better reflects the increasingly diverse landscape of blockchain infrastructure, where validators range from individual operators to professionally managed organizations serving regulated institutions. As those participants operate under different legal, operational and commercial requirements, the ability to configure compliance policies independently may become increasingly important for supporting broader institutional participation without reducing decentralization.

The framework is also intended to evolve over time. Beyond its initial integration with Honeypot, Flowra plans to support additional enterprise compliance providers, allowing validators to select solutions that best match their own requirements. By building compliance integrations through a modular policy framework rather than a single provider, the company aims to give validators greater flexibility as regulatory expectations and technology continue to develop.

"Public blockchains have become increasingly attractive to institutional participants, but the infrastructure hasn't evolved to give validators the compliance controls many regulated operators expect," said Harry Hwang, CEO of Flowra. "We're working with Honeypot to bring compliance into the block-building process itself, allowing validators to define and enforce their own policies before transactions are included on-chain. The goal isn't to make the network less open, it's to give individual validators the flexibility to operate in a way that reflects their own requirements."

The collaboration will initially focus on sanctions screening, wallet screening and auditability for regulated institutions. Additional technical capabilities, enterprise integrations and implementation details are expected to be introduced as development progresses, expanding the functionality available through Flowra's Programmable Block Policy framework.
