Bringing IBC to ETH <> Cosmos via ZK-snarks

Yesterday, Gaurav posted a proposal on how to bring IBC to Ethereum via ZK-Snarks.

Sypnosis: The current problem surrounding ETH <> Cosmos is that verifying signatures on-chain, on Ethereum is a gas guzzler. With ZK tech, Gaurav proposes a way to reduce this cost drastically without changing the core structure of IBC.
