House Panel Sets July 17 New York Hearing On CLARITY Act

The House Financial Services Committee will hold a field hearing on the CLARITY Act in New York on Friday, July 17, as lawmakers press for movement on federal crypto market-structure rules.
The Digital Assets, Financial Technology and Artificial Intelligence Subcommittee scheduled the 10 a.m. ET hearing under the title “Building the Future of Finance: How the CLARITY Act Unlocks Innovation.” A livestream will be available through the committee’s website.
The session will take place outside Washington as a field hearing, giving lawmakers a venue to hear directly from financial and digital-asset companies operating in New York. The committee had not published a witness list or detailed agenda as of July 13.
The hearing is not a markup or floor vote and does not change the bill’s legislative status. The House passed its version of H.R. 3633 in July 2025, while the Senate is working through a revised package covering digital commodities, securities, exchanges, custody and customer protections.
Senate Calendar Leaves Limited Room Before Recess
The New York hearing lands after the CLARITY Act missed the White House’s July 4 target, leaving supporters with a compressed window before the August recess.
Senate Banking advanced its market-structure text in a 15-9 vote on May 14. Republicans were joined by Democratic Sens. Ruben Gallego and Angela Alsobrooks, but the measure still needs enough support to clear a potential 60-vote filibuster threshold.
Senate negotiators are also aligning Banking Committee language with the Agriculture Committee’s work on Commodity Futures Trading Commission oversight of digital-commodity spot markets. Any Senate changes would need House approval before a final bill could reach the president.
Developer Protections And Stablecoin Rewards Remain Open
The CLARITY Act would expand CFTC authority over digital commodities and preserve Securities and Exchange Commission oversight of assets and offerings that remain securities.
Negotiations remain focused on Section 604 protections for non-custodial software developers, anti-money-laundering obligations, stablecoin rewards and ethics restrictions for public officials with crypto interests.
The White House has held talks with law-enforcement groups over whether protections for developers, validators and wallet infrastructure could interfere with investigations into illicit finance. Several organizations moved from opposition to neutral positions after further discussions, while other critics continue to seek narrower language. The dispute has remained central to the July Senate vote push.
The July 17 field hearing begins at 10 a.m. ET in New York, with the committee yet to disclose the witnesses or exact venue.
