Cardano’s proposed van Rossem hard fork has reached its final governance hurdle. According to Intersect’s update on X, the proposal has already secured enough support from Delegated Representatives and Stake Pool Operators. The update arrived as the Cardano network entered the closing hours of epoch 642. Governance participants are now watching whether the remaining committee member will cast a vote or abstain before the current ratification window expires.
If approved, the intra-era hard fork will activate Protocol Version 11. The upgrade introduces Plutus performance improvements, stronger ledger consistency, enhanced node security, updated reference input rules, additional primitives, and VRF key uniqueness. Current governance data shows that the proposal has comfortably exceeded several required thresholds. DRep approval stands at 76.81%, above the required 60%. Likewise, Stake Pool Operators have provided 52.76% support, clearing the 51% requirement.

One Constitutional Committee Decision Still Pending
According to Intersect, the Constitutional Committee remains the only governance body yet to complete its role in the ratification process. Four committee members have already voted in favor of the proposal. Consequently, one additional approval or an abstention is enough to reach the required five-out-of-seven threshold. The governance action remains eligible for ratification on July 18 before it expires. If the proposal fails to meet the remaining condition during the current window, the governance process will move to its next scheduled enactment opportunity.
Besides governance progress, ecosystem readiness has also advanced. According to Intersect, approximately 93% of block production during the current epoch already runs on Protocol Version 11. Additionally, exchange readiness has climbed to 84.15% of tracked liquidity, placing it above the required threshold for the network upgrade. Moreover, the Hard Fork Working Group has formally recommended that the proposal proceed to ratification. That recommendation reflects growing technical readiness across the broader Cardano ecosystem.
Governance Rules Could Delay Other Network Decisions
According to Intersect, Cardano’s governance framework gives hard fork proposals priority over every other governance action. Therefore, if multiple proposals become eligible for ratification during the same governance event, the hard fork will take precedence. As a result, other governance actions that qualify simultaneously will remain pending until a later ratification opportunity. This priority rule helps ensure protocol upgrades receive precedence before other governance decisions move forward.
The remaining Constitutional Committee vote will determine whether the proposal advances during the current governance cycle. If the final requirement is met, the van Rossem hard fork will proceed toward enactment under Cardano’s governance framework. According to Intersect, the van Rossem hard fork has already secured support from every other required governance group. One remaining Constitutional Committee response will determine whether the proposal completes ratification and advances to the next stage of Cardano’s Protocol Version 11 rollout.
