Cosmos Community Weighs Return of 1.227 Million ATOM Recovered After Neutron Exploit

Cosmos Hub governance is considering what to do with 1,227,121 ATOM recovered after the September attack on Neutron.

The funds are currently held in a recovery multisig after the Hub halted and restarted with a one-time state change that moved the remaining stolen ATOM away from the attacker’s address.

A new governance discussion proposes authorizing the multisig signers to send the recovered assets back toward Neutron, where a separate governance process would return them to the contracts from which they were taken.

The attack used governance itself

According to the proposal authors, the attacker obtained enough stake to pass a malicious Neutron governance proposal on September 22. That proposal transferred control of 11 contracts, allowing the attacker to replace code and drain assets.

A total of roughly 1.72 million ATOM was moved to the attacker on Cosmos Hub. About 496,000 ATOM had already been sold through THORChain and Osmosis before the Hub halted. The remaining 1.227 million ATOM was recovered during the restart.

The assets are now controlled by a 4-of-6 multisig whose signers include infrastructure and analytics organizations. They agreed to move the funds only after receiving an explicit governance mandate.

The debate is now about restitution, not seizure

Some community members have asked whether Cosmos Hub could retain or repurpose the recovered ATOM. The counterargument is straightforward: these coins can be traced to specific Neutron applications and users whose positions were drained.

The proposed path is therefore to move the ATOM into a Neutron recovery multisig and later restore assets to the affected contracts so users can withdraw what they are owed.

The case is unusual because the recovery required intervention at the chain level after an exploit that weaponized governance rather than a simple contract bug.

It may become an important precedent for how sovereign chains handle stolen funds when validators can identify and isolate assets before they are fully laundered.
