Japan Moves On-Chain Finance Into National Policy

Japan's government now treats on-chain finance as a policy priority. According to Japan's Financial Services Agency, lawmakers approved moving bitcoin and around 105 other tokens out of the Payment Services Act and into the Financial Instruments and Exchange Act. 

This shift is central to the emerging Japan Bitcoin ETF 2028 news, since it clears a legal barrier that had blocked a spot Bitcoin ETF Japan listing on the Tokyo Stock Exchange.

The Japan financial instruments law also touches taxation directly. Taxation reform in Japan aims to replace a miscellaneous income tax of up to 55% with a flatter rate near 20%, matching how stocks and bonds are taxed. 

Firms including SBI Holdings and Nomura are reportedly preparing investment products ahead of this change. Industry estimates suggest inflows near 3 trillion yen by fiscal 2028, though the FSA has not confirmed a fixed date.

South Korea Balances Institutional Access With Falling Volumes

South Korea institutional access is expanding just as retail trading cools sharply. 

Data reported by Wublockchain shows combined daily volume on won-based exchanges falling from about $2.82 billion in July 2025 to near $305 million in July 2026, a drop of almost 89% year-on-year. 

This South Korea crypto volume decline aligns with a broader KOSPI trading volume trend, as capital moved into the stock index, which gained more than 114% over the same period. 

Regulators are still opening doors for bigger players. A ban on corporate investment was lifted in January 2026, capped at 5% of shareholder equity yearly. 

At the same time, South Korea is also advancing stablecoin regulations and broader market reforms, reinforcing its  long-term regulatory framework. 

Upbit and Bithumb still account for mostwon-denominated market trading, while South Korean regulators continue strengthening exchange oversight. 

Recent developments, including the Upbit sanctions case against Dunamu, reflect the country's broader push for stronger compliance and investor protection.

Russia's Sberbank Builds Regulated Crypto Infrastructure

According to Sberbank, Interfax, and Russia's largest bank, plans to launch trading infrastructure and a digital depository by December 1, 2026. The The Sberbank trading platform launch date sits inside the country's new legal framework. 

First Deputy Chairman Alexander Vedyakhin said the digital depository Sberbank system will record client ownership of assets and handle transactions away from the main blockchain.

This build-out follows the State Duma's approval of Russia's crypto regulation bill, which lays the foundation for licensing exchanges, brokers, custodians, and trading infrastructure across the country.

The Vietnam crypto market is entering a new regulatory phase, with authorities advancing a five-year pilot program to establish licensed local exchanges and strengthen regulatory oversight, described by the deputy minister of finance, for the first official activity in a Vietnam-regulated market as early as the third quarter of 2026. 

All pilot trading must settle in Vietnamese dong through licensed local platforms.
