Shiba Inu has gained an early advantage in Japan as regulators develop a framework that could support cryptocurrency exchange-traded funds. According to longtime Shiba Inu community member Mazrael, Japan’s National Diet approved an important crypto reclassification on July 15, 2026. The measure brought digital assets under the Financial Instruments and Exchange Act, which also governs stocks and other securities.
This regulatory change creates the legal foundation required for separate cryptocurrency taxation and potential ETF listings. Japan already has a substantial ETF market, although the country has not approved any cryptocurrency-based funds.
Mazrael explained that the reclassification represents a necessary step for crypto ETFs seeking access to the Tokyo Stock Exchange. However, the Financial Services Agency must establish detailed rules before asset managers can introduce these investment products.
Potential cryptocurrency ETF listings could begin around 2027, depending on the pace and outcome of the regulatory process. Bitcoin will likely receive priority because of its greater liquidity, market size, and institutional adoption.
Ethereum may also receive early consideration because Japanese regulators and licensed exchanges already recognize the asset. Other cryptocurrencies must meet eligibility standards involving liquidity, exchange availability, trading history, custody, and market surveillance.

Shiba Inu Builds Its Regulatory Advantage Through Japan’s Green List
Shiba Inu strengthened its position when the Japan Virtual and Crypto Assets Exchange Association placed SHIB on its Green List. The association added the token alongside Bitcoin and Ethereum in November 2025.
The Green List allows eligible cryptocurrencies to receive a simplified approval process across Japan’s regulated exchanges. Mazrael noted that SHIB already trades through more than eight licensed Japanese exchanges.
That availability exceeds the reported qualification requirement of three exchanges. Consequently, SHIB holds a stronger domestic regulatory position than many cryptocurrencies seeking broader Japanese market access.
Proposed tax reforms could also improve conditions for Japanese cryptocurrency investors. The planned structure would reduce taxes on cryptocurrency gains from rates reaching 55 percent to a flat 20 percent.
Additionally, Mercari expanded local access to SHIB by listing the token in June 2026. Japan’s largest online marketplace serves approximately 23 million users, giving SHIB exposure beyond conventional cryptocurrency trading platforms.
Mazrael reported that Mercari has attracted about four million cryptocurrency accounts through its financial services ecosystem. Roughly 85 percent reportedly belong to users with no prior cryptocurrency trading experience.
Green List membership does not guarantee approval for a dedicated Shiba Inu ETF. Fund providers would still need regulatory authorization, reliable custody services, adequate demand, and an acceptable market surveillance system.
However, SHIB now benefits from regulated access in Japan, a European exchange-traded product, and newly available Canadian futures exposure. These developments could support its eligibility if Japan eventually approves cryptocurrency ETFs beyond Bitcoin and Ethereum.
