Cardano’s Update: Constitutional Committee 2026 action needs stronger stake pool operator participation before the required voting threshold can be reached.


According to Intersect, DRep support has reached 66.3%, leaving the group just 0.7 % points below its threshold. However, SPO participation remains at 39%, while the required level stands at 51% for the action.


Intersect has identified SPO participation as critical to the outcome, urging operators to review the proposal carefully. The governance action expires on September 1 at 21:44:51 UTC, according to Intersect’s latest update.


If the action fails, existing Constitutional Committee members could see their terms expire under the governance process. Consequently, the committee could fall below its required minimum of five members, creating restrictions on future actions.

Committee Membership Could Affect Cardano’s Major Governance Decisions

A committee below five members would prevent several governance actions from being ratified within Cardano’s framework. These actions include Treasury Withdrawal, Parameter Update, Constitution Update, and Hard Fork Initiation proposals.


Moreover, Intersect warned that the situation could affect progress toward the Dijkstra and Leios upgrades. Both developments require constitutional and technical updates that depend on Cardano’s governance process.


The Dijkstra era forms part of Cardano’s broader protocol development plans and includes several major technical changes. Its first phase introduces the Dijkstra ledger era alongside the activation of Ouroboros Linear Leios.


The later phase includes Ouroboros Peras, which requires an intra-era hard fork for activation. Therefore, maintaining the required committee structure remains important for future governance decisions tied to these upgrades.


SPO Participation Remains the Main Voting Challenge

DRep participation has moved close to the required threshold, but SPOs still face a larger voting gap. Their participation must rise by 12 percentage points to reach the required 51% level.


Intersect has encouraged SPOs to cast their votes regardless of their preferred position on the proposal. Participants can vote Yes, No, or Abstain, ensuring their voting power contributes to the governance process.


The contrasting participation levels make SPO involvement particularly important to the action’s final outcome. A failure could leave the committee below five members and restrict several important governance decisions.
