Bitcoin Slips Under $76,000 As Senate Tests CLARITY Act

Bitcoin dropped below $76,000 with the Senate set to take a cloture vote on the CLARITY Act at 2:15 PM Eastern on September 15. Same week as the Fed. The tape did not wait for either result. Open interest was already coming off, which is how you know this was caution, not a conviction dump.
Republicans have 53 seats. Cloture still needs Democratic votes if the GOP holds ranks. This is a door check, not a signing ceremony.
GOP leadership rejected a Democratic counteroffer that wanted tighter crypto ethics language, DeFi policy changes and tribal-gaming protections. A spokesperson for Sen. Cynthia Lummis said Democrats had not moved in any material way.
The CLARITY Act draft now runs about 630 pages and folds in more than 114 Democratic provisions. One of the live wires: a registration bucket for “non-decentralized” DeFi — shops with identifiable people who control the rules — while carving out the underlying code and the ledger itself.
That line is the whole fight. Who is an intermediary? Who is just shipping software?
Bitcoin open interest fell 13.5% in 10 days, from 321,497 BTC to 278,151 BTC, while BTC price was down roughly 5%. That is a flush, not a crash. BTC faded from the Sept. 3 spike near $82,300 and is probing $76,000–$77,000.
Some desks mark $76,500; others want $77,200 to hold. Longer-term structure is less ugly than the last two sessions feel. The liquidation heatmap’s pretty hot at $78,000, establishing a strong resistance line.
ETF flow is a sideshow with teeth. BlackRock’s IBIT saw about $19.2 million in redemptions on Sept. 11 — tiny versus the fund’s size, loud versus a market that now trades off those prints.
Cloture passing does not write the law. It just means the bill can be debated for real. Failure puts a number on how wide the DeFi-and-ethics gap still is.
For holders, the near-term job is simpler: does Bitcoin price keep $76K–$77K now that the leverage is thinner? The larger one is whether Washington can turn years of hearings into rules exchanges, stablecoin shops, DeFi teams and institutions can actually run.
The vote is the headline. The support zone’s the trade.
